House Bill 4719: HVAC Construction Supervisor Licensing for Small BusinessesFor several years, ACA/NE has advocated for the creation of an HVAC Construction Supervisor License (CSL) through the Massachusetts Board of Building Regulations and Standards (BBRS). Despite multiple presentations and ongoing follow-up, the proposal failed to advance, leading to growing frustration among building inspectors and residential HVAC contractors across the Commonwealth. ACA/NE believes that an HVAC-specific CSL is essential to streamline licensing for single- and two-family residential HVAC work. A dedicated license would establish consistent certification, testing, and continuing education requirements for professionals supervising residential HVAC installations.
