House Bill 4719: HVAC Construction Supervisor Licensing for Small Businesses

For several years, ACA/NE has advocated for the creation of an HVAC Construction Supervisor License (CSL) through the Massachusetts Board of Building Regulations and Standards (BBRS). Despite multiple presentations and ongoing follow-up, the proposal failed to advance, leading to growing frustration among building inspectors and residential HVAC contractors across the Commonwealth.

ACA/NE believes that an HVAC-specific CSL is essential to streamline licensing for single- and two-family residential HVAC work. A dedicated license would establish consistent certification, testing, and continuing education requirements for professionals supervising residential HVAC installations.
To move this initiative forward, ACA/NE is pursuing a legislative solution through House Bill 4719, An Act to Create HVAC Construction Supervising Licensing for Small Businesses.

If enacted, the legislation would:

• •Establish appropriate oversight for HVAC installation, repair, and maintenance
• •Recognize HVAC as a specialized construction discipline requiring specific expertise
• •Create a CSL–HVAC specialty license, modeled after existing CSL licenses for roofers, masons, insulators, and window and siding contractors
• •Place the license under the jurisdiction of the BBRS, subject to existing codes, standards, and regulatory requirements
• •Expand HVAC industry representation by adding two HVAC professionals to the BBRS Continuing Education Advisory Council

ACA/NE will continue to advocate for this important legislation on behalf of residential HVAC contractors and the broader industry.
